Abstract: To investigate the method forevaluating complex systems, and the operator for aggregating weighted linguisticinformation, based on fuzzy sets theory, a PLOWA operator was presented to extend theapplication of LOWA operator, and a new transform function to aggregate weightedlinguistic information was defined. The fuzzy AHP method based on PLOWA operator canprocess natural language directly, and its execution is mush more intuitive and effectivethan traditional fuzzy multiple attribute decision-making methods.
