Abstract:
To clarify the intrinsic connection and interaction mechanism between the National Strategic Scientific and Technological Forces and the Integrated National Strategies and Strategic Capabilities, this paper constructs a three-dimensional analytical framework of "Structure-Behavior-Function" based on Structural Functionalism and System Theory. It conducts an analysis of the connotations of these two systems and introduces the concept of the "reinforcing loop" from system dynamics to reveal the mechanism of their bidirectional empowerment. The practical pathways for realizing such reinforcing loops are proposed finally. The research results indicate that the National Strategic Scientific and Technological Forces, as a micro-level innovation cluster, focuses on tackling key S&T challenges and delivering direct outputs, while the Integrated National Strategies and Strategic Capabilities, as a macro-level giant system, emphasizes integration and the emergence of nonlinear functions. The two achieve synergy through three reinforcing loops: at the structural level, a "Mission Anchoring-Strategic Steering" loop facilitates goal alignment and structural coupling; at the behavioral level, a "Mechanism Embedding-Feedback Iteration" loop promotes cross-system collaboration and dynamic optimization; and at the functional level, an "Innovation Driven-Synergistic Enhancement" loop realizes complementary reinforcement between the supply and demand sides. These three loops cyclically reinforce each other, collectively enhancing the nation's comprehensive strategic capability. This study addresses the current research gap regarding the interaction between macro-level strategic system and micro-level innovation system, deepens the understanding of their inherent logic, and provides a theoretical basis for promoting the deep integration of S&T with strategy, as well as for realizing the synergistic development of the National Strategic Scientific and Technological Forces and the Integrated National Strategies and Strategic Capabilities.
